			<content:encoded><![CDATA[<p>On November 21, 2009, Marcia Espínola, our Interim-Executive Director, was the recipient of the prestigious Nancy Susan Reynolds Award in the category of Race Relations for her tireless work in improving racial understanding in a community that has experienced many changes throughout the years.</p>
<p>The awards were presented in Asheville by the Z. Smith Reynolds Foundation in ceremonies attended by more than 300 people from across the state.  Now in its 24<sup>th</sup> year, The Nancy Susan Reynolds Award is presented to “unsung people who are making an extraordinary difference in the lives of North  Carolinians.”  Each winner received a $25,000 prize: $5,000 for the recipient’s personal use, and $20,000 to be given to nonprofit organizations of his or her choice.  Additionally, recipients received a bronze sculpture of the philanthropist Nancy Susan Reynolds, who died in 1985, and was one of the founders of the Z. Smith Reynolds Foundation.</p>
<p>Through the years Marcia has been the Latina voice in Siler City that has brought this historically divided community together. Since she arrived in this country as a new immigrant herself, she has worked to improve the quality of life for Latinos in Chatham  County and to shatter the stereotypes that years of non-communication have created. She has laid a path for the Latinos in Chatham  County to become contributing members of the larger public forum. With her quiet determination, fierce sense of justice, compassion and gift for mediation, Marcia became the champion for thousands of frightened, voiceless and powerless Latino immigrants in the community. Her dedication and passion for her work at The Liaison has strengthened its connection to both the community and its clients.</p>

<p><strong>Organizational Summary:</strong> Founded in 1995, El Vínculo Hispano (EVH) is a grassroots non-profit organization that fosters cultural understanding between Latinos/as and other residents of Chatham County, and empowers Hispanics to overcome the challenges they face as immigrant and find their voice in the community. Chatham has approximately 20,000 Latino residents. EVH offers direct services, advocacy and community organizing. EVH has a strong record of collaboration, successful programs, fiscal accountability and constituent involvement. The organization counts on five staff members, an active Board and community support. EVH serves between 5,000 and 7,000 individuals per year. We seek a dynamic, self-motivated and bilingual Victims Program Coordinator to administer our ongoing Victims of Crime or Fraud Program.  </p>
<p><strong>Current Challenge</strong><strong>:</strong> Latinos are at an increased risk of victimization due to language barriers, limited knowledge of the criminal justice system, victims’ rights, and available resources.</p>
<p><strong>Program Goal: </strong>Latino victims of crime will increase their ability to function safely as immigrants by having full access to the criminal justice system, and other health and human services.</p>
<p><strong>   </strong></p>
<p><strong>Responsibilities:</strong></p>
<ul>
<li>Identify Latino victims of crime by collecting crime reports from local law enforcement agencies and by attending district court each week.</li>
<li>Help Latino crime victims understand and utilize criminal justice system and understand their rights.</li>
<li>Conduct outreach to victims via Vínculo’s newsletter, workshops, events, and other means.</li>
<li>Provide on-going case management of victim’s needs, emotional support and crisis counseling.</li>
<li>Assist victims in filing for Victims Compensation Funds.</li>
<li>Provide interpreting for victims during regular office hours or in times of crisis to facilitate communication with law enforcement agents and criminal justice system personnel.</li>
<li>Learn about local resources and develop a collaborative relationship with law enforcement agencies, DA’s office, judges, magistrates, district attorney’s office, and other health and human service agencies to improve services to Latino victims.</li>
<li>Offer resource referral services to victims and help victims access needed services.</li>
<li>Work towards identifying gaps in services to Latino crime victims and improve access to the criminal justice system.</li>
<li>Participate in the Chatham Criminal Justice Task Force that works to improve services for victims.</li>
<li>Establish Program objectives and develop measurable outcomes for the Victims’ Program.</li>
<li>Track Program progress and assist in reporting to Funders.</li>
<li>Attend Program workshops and trainings.</li>
<li>Assist in serving clients, fundraising, organizing community events and outreach efforts.</li>
<li>Report to Associate Director.</li>
</ul>

<li>Bachelors degree and/or minimum 2 years relevant work experience</li>
<li>Fluent in English and Spanish; bicultural preferred</li>
<li>Organized and strategic; Excellent interpersonal skills and team player</li>
<li>Proficient with Microsoft Office programs</li>
<li>Willing to work some weekends and evenings</li>
<li>Available 24/7 to Law Enforcement, the local hospital, and other agencies for assistance to victims.</li>
<li>Valid NC Drivers’ License and No criminal record</li>

<p><strong>Current Challenge</strong><strong>:</strong> In 2009, 41% of NC Latino youth dropped out of HS compared to 28.9% of students overall. Gang related activity has increased in Chatham County, particularly in the Siler City area. The NC Criminal Justice Analysis Report on Latino Gangs states that gang membership has increased by 68% since 1999, and the highest rate of gang growth is in Latino communities in the Piedmont. Latino youth are susceptible to gangs because of social alienation, cultural differences, and lack of educational, professional and recreational opportunities. </p>
<p><strong>Program Goal: </strong>Latino youth ages 10 to 19 will have greater access to educational and recreational opportunities to increase their self-esteem, develop leadership skills, and avoid becoming a gang member.</p>
<p><strong>   </strong></p>
<p><strong>Responsibilities:</strong><strong></strong></p>
<ul>
<li>Help Latino youth develop the leadership skills and knowledge they need to grow into successful, civically engaged adults.</li>
<li>Offer positive alternatives to gang membership for Latino youth in Siler City.</li>
<li>Establish a Teen Advisory Board to help guide and determine activities for participants.</li>
<li>Collaborate with other service providers to expand educational, professional &amp; recreational opportunities for Latino youth.</li>
<li>Identify at-risk youth that could benefit from participating in this program.</li>
<li>Work in partnership with the Community Education Coordinator to carry out the program’s mission.</li>
<li>Offer consulting and training to local service providers to help them become more sensitive to barriers faced by Latino youth.</li>
<li>Participate in the Chatham Gang Prevention Coalition to strengthen partnerships and collaboration between law enforcement, grassroots groups, churches, and health and human services personnel.</li>
<li>Conduct workshops and outreach activities for Latino parents to increase awareness of resources and services to prevent their children from joining gangs.</li>
<li>Manage Program budget with Management team</li>
<li>Establish Program objectives and develop measurable outcomes for the Youth Program</li>

<p style="text-align: center">Live Music was provided by Nu Blu, our youth group performed a dance number and the kids enjoyed the face painting and pinatas. The fun really started when the Fire Truck arrived.</p>

<p style="text-align: center"><strong>It was a great pleasure for us to host this multi-cultural event at beautiful Shakori Hills.</strong></p>

<p style="text-align: center">The celebration continued in the Movement Tent with music and classes in acrobatics, hula-hooping and dance. Our Kid&#8217;s World was packed with activities from portrait drawing and facepainting to storytelling and pony rides, to name but a few.</p>
